THE EVOLUTION OF TAX DAY

And a spoonful of sugar!

In 1962 President Lincoln signed into law a revenue-raising measure to help pay for the expenses of the Civil War. This created a Commission of Internal Revenue and the nation’s first income tax because it levied a 3 percent tax on incomes between $600 and $10,000 and a 5 percent tax on anything above $10,000.

AND SO IT BEGAN….…

Income taxes as we now know them didn’t really exist at the beginning of the 19th century. However, taxes started to be imposed on many things which included tobacco, carriages, property sold at auction, distilled spirits, refined sugar, slaves, corporate bonds, and oddly enough, for a time glass windows were taxes. Of course, little by little things began to creep into the taxable group but before 1913, federal government revenue came mainly from taxes on goods such tariffs on imported products and excise taxes on whiskey. Of course, the burden of these taxes were felt mainly by working Americans much more so than rich people.

The 1955 Amendment gave the US Congress the right to tax all income without regard to the apportionment requirement. The filing deadline was set to March 1st and it was the first year for a federal income tax. Later this date was changed to March 15th in1918 and finally to April 15th in 1955 when it was changed due to the tax overhaul of 1954 and here it dwells except when the 15th falls on a weekend or a specified holiday and then it is moved to the next day.

CAMPARI SPRITZER

A spoonful of sugar makes the medicine go down!

2 Tbsp. Orange Juice – fresh, chilled
1 Tbsp. Powdered Sugar – sifted
5 oz Prosecco – chilled
1/2 oz Campari – chilled
Raspberries – for garnish

Combine orange juice and powdered sugar and mix until sugar liquefies. Take a champagne flute, or any tall stemmed glass place a raspberry or two on the bottom, top with the orange juice mixture, then slowly pour in the Prosecco and lastly top with Campari. Pop a raspberry on top if you like. This makes a very refreshing aperitif.

NOTE: I sift the powdered sugar to avoid lumps. Enjoy, you deserve a treat today…or tonight
